Indo-Israeli intransigence

Like Palestinian 'Intifada', the current phase of Kashmiri uprising began on August 12, 2008 when Indian forces killed Hurriyat Conference leader Sheikh Abdul Aziz who was protesting against the government decision to give land to the trust that runs Amarnath, a shrine of Hindus. While extremist Hindus favoured the decision, but due to its revocation, started protests and economic blockade of the Muslims, emulating the Israeli siege of Gaza which had resulted in starvation of many a Palestinians. However, under the new puppet regime in the occupied Kashmir, Indian brutalities are equal to those of Israel. In this regard, daily humiliations of the Kashmiris and Palestinians are a consistent feature of the Indo-Israeli intransigence.

While in his special address to the Muslim World on June 4 this year, Obama had called for a "new beginning between the United States and Muslims" by stating that tension "has been fed by colonialism that denied rights to many Muslims...without regard to their aspirations." Emphasising the two-nation solution of the Israeli-Palestinian conflict, Obama had vocally said: "It is time for Jewish settlements to stop."

Critics opined that Obama did not mention the Kashmir dispute at all. Nevertheless, during his election campaign, while realising the suppression of Kashmiri's struggle for independence as the root cause of terrorism in South Asia, he repeatedly remarked that America should help in resolving this old dispute. Quite contrarily, Holbrooke, special envoy of the US administration on Afghanistan and Pakistan had clarified on January 28 that he had no mandate to deal with Kashmir.

No doubt, Obama wants to improve the American image in the Muslim world by settling the issues of Kashmir and Palestine, but he seems helpless before the strong Indo-Israeli lobbies which play a key role in the foreign policy of the US. Obama is forced to implement the brutal policies of his predecessor, who had endangered the world including US interest by occupying Iraq and Afghanistan, due to these lobbies. He had encouraged Indo-Israeli intransigence in delaying the solution of Kashmir and Palestine. Indian and Israeli regimes had jumped upon the Bush's anti-terrorism bandwagon in crushing the freedom movements in these controlled territories. Since then, both the countries by considering the Muslims as their common enemy, signed several of agreements.

One of the main obstacles in the prolonged War on Terror including solution of Kashmir and Palestinian issues is the US-backed Hindu-Jewish communities which have made alliances in America and Europe and are tarnishing the image of all the Muslims in order to continue their state terrorism on the innocent Kashmiris and Palestinians.

In the recent past, Obama and other European leaders have been emphasising India to re-start talks with Pakistan. Hence, Indian rulers are only showing to the world that they are willing to discuss all related disputes with Pakistan, but the latest development indicates that the Indian diplomats are likely to focus on the matter of terrorism concerning the Mumbai attacks as a pre-condition to discuss other issues.

Meanwhile, US Secretary of State Hillary Clinton who last month visited New Delhi to finalise a defence agreement essential to allowing US companies to sell sophisticated arms to India had made it clear that Washington had no role in the resumption of Indo-Pak dialogue. On the one hand, Ms Clinton repeatedly remarked about the success of ongoing military operations by saying that Pakistan had shown greater commitment in fighting terror, but alleged on the other that the "perpetrators of US 9/11 and Indian 26/11 are in Pakistan."

In fact, besides China and Iran, a 'nuclearised' Pakistan is another major target of the Indo-Israeli secret diplomacy which gets an impetus from America's double game with Islamabad.

As regards Israeli obstinacy, while rejecting US demand to stop a building project in annexed Arab east Jerusalem as part of Jewish settlements, Israeli hawkish PM Netanyahu has handed control over a key Palestinian area to the Jews hardline settlers on July 23.

However, New Delhi and Tel Aviv are adamant on their old policy of delaying tactics regarding Kashmir and Palestine. One can note greater similarities in their aims. By defying the UN resolutions in relation to vacation of the occupying territories, Israel and India have intermittently been using all the possible techniques of state terrorism such as curfews, crackdowns, sieges, massacre, targeted killings etc to maintain their alien rule.

While non-state actors are well-organised from Palestine to Iraq and from Afghanistan to Kashmir, apprehensions have strengthened in the Islamic World as to how Obama will implement his envisaged policy in South Asia and the Middle East in wake of Indo-Israeli intransigence.

The people of Pakistan and masses in India wish to live in peace, develop inter-state relations based on mutual co-existence and respect, and engage in trade and economic activities with a sincere concern to develop South Asia as a prosperous and economically thriving region. Unfortunately their aspirations and dreams boomerang with a negative cadence, feelings of incapacitation and signs of hopelessness due to Indian attitudinal rigidity and political intransigence. Indian leaders are psychologically so fixated that they always presuppose end of their political career if they allowed Pakistan any leverage on any conflicting issue irrespective of the moral grounds and righteousness of Pakistani stance. Hence they intentionally treat all matters related to Pakistan with gestures of animosity and signs of contempt. Consequently their every move and decision is blended with signs of rebuff and discard for Pakistan. Their political agenda has been forcing them to show Pakistan in bad light and their drastic decisions situated barriers to block the peace process between India and Pakistan.
On the other hand Pakistani leadership always extended their sincere cooperation with open hearts to normalize relations with India. At Sharm el-Sheikh Prime Minister Syed Yusuf Raza Gilani made honest attempts to convince Indian Prime Minister Manmohan Singh to resume the peace process. Press reports confirmed that Pakistani Prime Minister emphatically discussed Indian involvement in cross border terrorism in Balochistan. The evidence provided was so strong and convincing that Indian Prime Minister Manmohan Singh agreed to sign a Joint Declaration stating that India will take punitive action against the perpetrators. The meeting between the two Prime Ministers at Sharm el-Sheikh brought hope with a sense of optimism that peace process between India and Pakistan will be resumed without attaching any strings of terrorism. The development appeared sensible as it seemed that both rival states have realized the need to have a peaceful dialogue to resolve all the conflicting issues between India and Pakistan. This would certainly facilitate addressing the real problems impacting the lives of general public both in India and Pakistan and that the aspirations of the general masses to live in peace with honor and dignity will finally come true or at least become a near possibility.
It was hard for the Journalists (present at Sharm el-Sheikh) to believe that a thaw in peace process has been achieved. They, therefore, attached denotative and connotative meanings to the Joint Statement signed by both the Prime Ministers at Sharm el-Sheikh. Few hard liners spun it negatively by saying that Joint Statement at Sharm el-Sheikh was a diplomatic success of Pakistan and Prime Minister Manmohan Singh will have to face the tough resistance of the opposition in Lok Sabha for accepting Indian interference in Balochistan. The face validity of the Joint Statement simply opened the doors for peace process through which all issues (including the core issue of Kashmir) between India and Pakistan could be resolved.
Indian involvement to destabilize Balochistan is evident from the intriguing activities of her consulates located in Kandahar and Lashkar Gah, capital of the Afghan Helmand province. Indian presence in Afghanistan has provided them an opportunity to plan and conduct espionage and sabotage activities in Balochistan, to avenge freedom movement in Kashmir for which India openly insinuated against Pakistan. The scheme will also enable India to create distractions in Balochistan which will loosen Pakistani grip over Kashmir. In addition India can well cover her activities by using Afghan territory to launch terrorist attacks inside Pakistan. The arrangement fits in Indian historical philosophy and mischievous mindset to harm an adversary using the neighbor of that adversary. Can India get away with such a design? How long will the Indian leadership disguise their real face and befool the world? Such questions are totally ignored by Indian political leadership.
Indian propaganda, on the other hand is very effective and intrusive. They are projecting their case by using American clout to deny that any dossier of Indian involvement in cross border terrorism in Balochistan was provided by Prime Minister Yusuf Raza Gilani to Prime Minister Manmohan Singh and that India was not involved in any criminal activities in Balochistan. Such denial mode is not expected from India who must act its size and honor it stature. Scoring points and playing dangerous games for political gains will bring no fruits to India. India must realize that peace process is in the interest of both India and Pakistan.

For the last thirty years, I am watching a revolver packed in a brown leather cover, hanging silently along a wall of the wooden closet, in my father’s room. It is German made, very delicate and highly sophisticated and certainly still virgin. My father never used it; in fact he even does not know how to use a revolver. So many times I ask him the reason of keeping that revolver when he is totally unaware of its usage, he always says, “It is a new world; here a man without ‘arms’ stands nowhere. Arms keep your enemies at a length. It makes no difference if you don’t know how to use a gun but you should have one to display.”

The nuclear program of Pakistan, though meant only for a peaceful purpose, has successfully succeeded in keeping the enemy at an arm’s length. For the last many years, the so-called international peace makers are harping on the same string that Pakistan’s nuclear assets are likely to fall in the hands of terrorists. They are planning and dreaming of depriving Pakistan of its hard-earned nuclear program but yet they have not succeeded. A few days back a report was issued on internet by an unknown group of researchers Xiavia Team, exposing the ins and outs of an international plan to destabilize Pakistan. The plan named, Operation Blue Tulsi. According to the report, three well-wishers of Pakistan; India, Israel and the CIA had to spend a lot of time in chalking out this Operation Blue Tulsi. The researchers have concluded their report with the statement, “Operation Blue Tulsi consisted of 15 Years in Planning, 10 Years in Preparation and Today in Execution.”

According to the details it was March 1995 when New Delhi airport welcomed Israel’s Air Force chief and some of the key Mossad officials. The sole purpose of this visit was to discuss in detail Pakistan’s nuclear program with the Raw high ups and the other Indian official authorities. In connection to this meeting a year later Indian nuclear and missile program head, Abdul Kalam had a top secret visit of Israel in June 1996 accompanied by Alok Tiwari a manager from the Defence Research and Development Organisation (DRDO) –but very strangely this Alok Tiwari remained missing from every top secret meeting . Later on the government of India announced in an official statement that the meetings between Abdul Kalam and his Israeli counterparts were related to purchase of UAVs. Just a few days later, after coming back to India Tiwari accompanied Air Chief Marshal S. K. Sareen to Israel in July 1996. In fact this was his third trip. He had also visited Israel in April 1996 along with India’s first Defence Attaché to Israel. In February 1997, Indian Defence Secretary T. K. Banerji led a high level defence delegation to Israel to discuss the exchange of technology between the two countries. Other than the official purpose the most important topic was Pakistan’s nuclear program.

By the end of the visit the two countries had decided to do their utmost to neutralize the threat regarding the nuclear program of Pakistan. Towards the end of 2000 a delegation of top Mossad brass visited India and the combined operation titled: Operation Blue Tulsi was finalized and put into operation which had only one aim: Destroy Pakistan’s nuclear assets followed by its Balkanization. In July 2001 Janes Information Group reported that RAW and Mossad are cooperating to infiltrate Pakistan to target important religious and military personalities, journalists, judges, lawyers and bureaucrats. In addition, bombs would be exploded in trains, railway stations, bridges, bus stations, cinemas, hotels and mosques of rival Islamic sects to incite sectarianism. On the other hand, the Balochistan Liberation Army rose out of oblivion like a second incarnation and Balach Marri a Moscow graduate announced himself the leader of BLA. It all happened just in flickering of an eye that numerous training camps germinated in Balochistan with each camp reported to be training up to a 100 militants. However the security and intelligence agencies of Pakistan concentrated all their attention to stop the activities of RAW, Mossad and CIA agents in guise of Baloch militants. The confrontation between the security agencies of Pakistan and the Raw agents kept on increasing resulting in the disturbance of the whole social fiber in Balochistan.

Some of the international new agencies reported In the mid of 2001 that Special Operations Division of Mossad, also known as Metsada, specializing in assassinations and sabotage was based in India to train RAW operatives and Mossad .a number of teams in Indian Held Kashmir and were also operating a delicate spy network from Indian soil. In July 2001 RAW increased its budget for Indian consulates in Afghanistan by nearly 10 times. In January 2002 under orders from L. K. Advani RAW and other intelligence agencies submitted a detailed report on military options for solving Kashmir issue. This report emphasized that the only solution to the Kashmir issue is the neutralization of Pakistan’s nuclear assets. One major outcome of the report was creation of Defence Intelligence Agency (DIA) in March 2002 with the authority to conduct external operations supported by a huge budget. 1st January 2005 was the starting date for the next phase of Operation Blue Tulsi. The local agents got the signal and the operation started with the ominous rape of a female doctor in Sui on 2nd January 2005. As expected the incident created headlines all round and culprits not being found created a much supported backlash. This was shortly followed by rocketing of gas installation at Sui on 7th January which put a hole in Pakistan’s gas supply for nearly a week. Meanwhile in Balochistan the government operation intensified against Nawab Akbar Bugti who took shelter in the rugged mountain range and coordinated the activities of his militants from there. Ultimately the military found him and during the process of negotiations Akbar Bugti died because of cave-roof collapse on 26 August 2006. During the course of time the US authorities had agreed with India that if ever Pakistan seemed to destabilize or falling into the hands of extremists, it would help India in destroying Pakistan’s nuclear capabilities. In December 2007 Baitullah Mehsud announced the formation of Tehrik-i-Taliban Pakistan and with that announcement the agents of Raw and Mossad in Swat Valley and FATA who had been preparing for the day for the last eight years launched an all out assault on the military with a single aim of destabilizing Pakistan.

Now it is the mid of August 2009.The Raw, Mossad and the CIA have tried their best to destabilize Pakistan as decided in the Operation Blue Tulsi but in Pakistan the scenario is not the same as they had desired. The army has successfully crushed most of the culprits in Fata and Swat. The Internally Displaced people are going back to their homes. The government is stable and the Pakistan Army has succeeded in winning the hearts of people. And above all the nuclear assets of Pakistan are more safe and sound than ever. It seems that the Raw, the Mossad and the CIA had been fishing in the dessert.

In Balochistan disgruntled elements who were rejected in February 18 elections by the people have opted to seek help from the enemies of Pakistan to be at the helm instead of elected representatives of the people. Sardar Ataullah Mengal and Akhtar Mengal have never hidden their base desires, while Marri scions are clandestinely working against the federation of Pakistan. Khan of Qalat’s scions have no place in Balochistan’s politics, and the announcement by Mir Suleiman Dawood with regard to formation of Council for Independent Balochistan on 11th August 2009 in London is an exercise in futility to recoup the lost position in Balochistan politics. Talking to newsmen on phone, he had said that without interference of UN and European Union, reconciliation with Pakistan was impossible. On 12th August, Suleiman Dawood congratulated Baloch people for observing Balochistan’s Independence Day adding that it would be a milestone in movement for independence of Balochistan.

On the other hand on 11th August Mir Umer Khan younger brother of Suleiman Dawood had a different version of Balochistan’s merger with Pakistan. He rejected the theory that Balochistan was merged with Pakistan under duress and told the anchorperson of the local TV channel that his grandfather Khan of Qalat Ahmed Yar Khan was initially not inclined to join Pakistan but he had a dream in which he was exhorted by Prophet Muhammad (PBUH) to merge with Pakistan because it has been created for the Muslims in the name of Islam. He had also repeated same version on another TV channel on Wednesday, and there is no reason to disbelieve him because he would not concoct the story involving last Prophet (PBUH). One cannot say whether his statement would impress Baloch nationalists and make them change their minds and wean them away from the self-destructive course.

Last month, addressing a public meeting at Ayub Stadium, Balochistan National Party-M chief Sardar Akhtar Mengal said there would be no compromise on the national rights of Baloch people who were determined to defeat the elements who had usurped the coast and resources of the province. The public meeting adopted a resolution urging the United Nations to intervene to stop the killing of Baloch people in military operations, detaining of political activists and plunder of Balochistan’s resources. In another resolution, the BNP vowed to effectively use whatever means it deemed fit to achieve the right to self-determination, including creation of ‘a national state for the Baloch people’. Another resolution rejected the Gwadar project, as it will destroy the traditional economy of native fishermen and displace the Baloch population. It said the oil terminal and oil city would pollute the Gulf of Baloch. But who is behind this grand plan? RAW is involved in creating unrest in Balochistan, and international think tanks and opinion makers agree that Indians are brainwashing Balochis against Pakistan.


Reports abound that India is not only training Baitullah Mehsud thugs but also providing them funds to launch terrorist attacks against sensitive targets in Pakistan. According to Janes Information Group and other investigating reporters, RAW and Mossad are cooperating to infiltrate Pakistan to target important religious and military personalities, journalists, judges, lawyers and bureaucrats. RAW has trained militants of FATA and also equipped them with weapons, as a number of weapons manufactured in India have been recovered from the militants.


Terrorist arrested in Lahore also confessed to be working for the RAW in smuggling Pakistani weapons to India so that it can tell the international community that Pakistan is a state that sponsors terrorism. It is unfortunate that Pakistan has not been able to highlight that India is sponsoring terrorism and at the same time raises hullabaloo that India is the victim of terrorism.

In Balochistan, centrifugal forces aided by the RAW are stepping up their operations, but our leaders are only interested in booking Musharraf under article 6 of the Constitution. They want to charge him also for the murder of Akbar Bugti and also for other minor offenses though many of his acts were taken as head of the state for which he had indemnity. It is true that people of Balochistan have some genuine grievances but there are elements who do not wish that their grievances are addressed as they have their own pernicious agenda. Views of Mengal, Marri and Bugti clans are not hidden from anybody and yet instead of strengthening the people of Balochistan efforts are made to further strengthen sardars, who stand to gain during peace times enjoying all benefits as coalition partners with the central government. And when they rebel against the central government, they get funds from enemies of Pakistan whereby people in general again suffer because of military operation.

For some time, there have been targeted killings of Punjabi settlers in Balochistan. Ethnic and Shia-Sunni fracas have shaken the erstwhile ethnic and sectarian harmony, as criminal gangs are stoking ethnic and sectarian divisions. During the last two months three principals of Balochistan Residential College at Khuzdar, Government Commerce College Quetta and Government Pilot Secondary School Mastung (all Punjabis) have been killed. A teacher belonging to Dera Ghazi Khan was also reported to have been killed and many had sought transfers to other provinces failing which they decided to leave Balochistan in any case. According to a recent report published in English daily, Pashtun political parties have vocally opposed the target killings in Quetta and demanded of the Baloch nationalists to openly condemn these killings and disassociate themselves with the elements responsible for such heinous crimes. But civil society has remained almost a silent spectator which is regrettable.

A senior professor of Balochistan University has reportedly said: “If Punjabi professors and professionals are not protected and compelled to leave Balochistan, many key institutions in the province will remain shut or at least dysfunctional.” Balochistan has seen many an insurgency or rebellion in the past, and once again it is in the throes of violence since the murder of three Baloch nationalist leaders – Ghulam Muhammad Baloch, Sher Muhammad Baloch and Lala Munir. Though Baloch leaders including Ghulam Muhammad had claimed that they were members of ‘Baloch Dost Committee’ formed for the recovery of missing Baloch men and women and played a vital role in the release of UNCHR official John Solecki, yet other reports suggested that Ghulam Mohammad Baloch negotiated the deal but release of the UN official came after paying a huge ransom directly by the US. There is a perception that after the murder of Akbar Bugti, Baloch people have lost confidence in the federation.

In 1947, Mir Ghaus Baksh Bizanjo had said: “It is not necessary that by virtue of our being Muslims we should lose our freedom. If the mere fact that we are Muslims requires us to join Pakistan, then Afghanistan and Iran should also amalgamate with Pakistan.” But later he joined the mainstream politics and was the first governor of Balochistan after it was given provincial status after One Unit of the then West Pakistan was done away with. Having all said, the government should take measures to ensure that provisions with regard to provincial autonomy enshrined in the Constitution are implemented in letter and spirit. However, it cannot afford to turn a blind eye to the threats from the rebels and will have to take them head on if they do not wean away from their secessionist activities. Of course, the situation is very much complicated in Balochistan because of its geopolitical location, but the ruling and the opposition parties must show unity as they did in case of FATA then only arrogant sardars would sit across the table and negotiate.

While the Indian Prime Minister Manmohan Singh has expressed his reservations over the safety of Pakistan nuclear assets at the 2-day Nuclear Summit being held at US capital Washington and is being attended by 46 world leaders from across globe, he appears to have completely forgotten the actual state of affairs with regard to the safety of India's own nuclear and missile infrastructure back home, where the situation is highly alarming, reveal the findings of The Daily Mail's investigations into the matter.

il's investigations, the Indian government, in bid to keep it maximum possible away from the striking capabilities of Pakistan that lies across India's northern borders, decades back decided to install all its nuclear and missile facilities in the Eastern zone of the country. However, with the passage of time, the eastern region of India emerged as the most disturbed, fragile and ungovernable region of the country with a variety of insurgency movements including that of Naxal rebels, emerging in that very part of the country.

According to a map, graphed by India's own security agencies, the eastern region and some other parts of the country have been declared as " The Red Corridor" of India due to being unstable, ungovernable and being highly fragile, security wise. According this "Red Corridor" map, there are some 51 districts that are very badly hit by the rebels while the total number of rebel struck districts remains around 164, ranging from Dehradhun to Kerala.
The Daily Mail's investigations indicate that most of India's top nuclear and missile facilities are located in the extremely Nexal terrorists struck districts of India, located deep down in the "Red Corridor".



According to The Daily Mail's investigations, in the direction of Indian nuclear facilities, Uranium processing plant by the name of Uranium Corporation Of India Limited (UCIL) is located in adversely insurgency and terror struck region of Jharkhand where Nexal guerrillas are dominating and are on the rampage, Talcher Heavy Water Plant again in the same area, Institute of Physics(IOP) again in the same area while Atomic Minerals Directorate for Exploration and Research(AMD), Ceramatic Fuel Fabrication Facility(CFFF), Electronics Corporation of India Limited(ECIL), Mishra Dhalu Nigam Limited(MIDHANI), National Centre for Compositional Characterization of Materials(NCCCM), New Zirconium Sponge Plant(New ZSP), Nuclear Fuel Complex(NFC), Special Materials Plant, Uranium Fuel Assembly Plant and Zirconium Fabrication Plant, Seha Institute of Nuclear Physics and Variable Energy Cyclotron Centre(VECC) are located in the most Nexal warriors hit areas of Orissa, Andhra Pradesh and West Bengal. The Daily Mail's investigations further indicate that like the nuclear facilities, India's maximum missile facilities are also situated in either the Red Corridor or in the areas, dominated by Hindu extremist and militant organizations. The Daily Mail's investigations further disclose that around 90% of the Red Corridor areas are just a No Go Zone for the Indian troops and Air Force. In these areas there is no writ of the Indian government nor there is any proper implementation of State laws of India.


The nexal rebels are enjoying full control and keep striking at will. Just recently they killed over a dozen officials of Police and even shot down a chopper of Indian Air Force (IAF). It is also evident from the record of IAF that IAF has now started having commandos, airborne on all IAF chopper sorties in the Red Corridor to protect the choppers from a possible Nexal attack. Similarly the police officials have also advised the politicians and other VIPs to avoid flying over the Red Corridor in chopper and also not to travel in these areas without appropriate security arrangements. The Daily Mail's investigations indicate that even a couple of days back, the Nexal rebels set ablaze three trucks and damaged a bridge in Jharkhand as they began their two-day Jharkhand-Bihar shutdown to protest against the Centre's alleged effort to put down the CPI(Maoists) movement by force.


The Naxals also bombed railway tracks between Bokaro thermal-Jarandi station. About 12 armed Maoists set fire to three trucks at around !AM in Giridih's Isri area and cut down trees to block traffic on the Dumri-Giridih road, Giridih Superintendent of police Ravi Kant Dhan told The Daily Mail.


They also partially damaged a road bridge, which connects Dumri to the Grand Trunk Road, using explosives, the police officer said, adding gunshots were also heard in the area. Maoists also pasted posters in Giridih's Parasnath area despite verytight security arrangements.


To gauge the capabilities of Indian government to safeguard its nuclear and missile arsenal and research and development facilities as well as production infrastructure, The Daily Mail constituted a team of freelance reporters and photographers, based in different parts of India and embarked them on the investigative mission under the command of our Delhi Bureau Chief Christina Palmer. The team was given the test task of exploring the state of affairs at Jharkand which is considered to be hub of India's nuclear energy programme. See what we discovered.


EAST Singhbhum district in Jharkhand, bordering West Bengal and Orissa, is the capital of India's nuclear energy programme. It is rich in uranium that is mined by the Uranium Corporation of India Limited (UCIL) and converted later into nuclear fuel for the reactors. East Singhbhum is also rich in Naxalites who are active in the area and well aware of the mines that produce uranium. Little to no security separates the uranium ore or the processed yellowcake from the Naxalites, who are currently extending their control, with the local administration officials admitting that it is just a matter of time before they strike the mines.


According to Superintendent of police Navin Kumar Singh, "This district is on the list of Naxalite-affected areas. They are making full efforts to gain control over the Jadugoda region. They already have a very strong presence in the adjoining areas of Potka, Dumaria, Dalbhumgarh and Ghatshila."
The raw uranium from the mines is processed by the UCIL in Jadugoda, a small town located at a distance of 30 km from district headquarters Jamshedpur. This entire region is India's only source of natural uranium to feed the country's heavy-water nuclear reactors. According to local officials, of India's annual requirement of 300 tonnes of yellowcake, at present, UCIL in East Singhbhum produces 220 tonnes. Massive expansion is underway in the area to increase the production to the required 300 tonnes.


East Singhbhum has seven uranium mines and two processing mills that function under the UCIL. The UCIL campus serves as the headquarters for the mines, and itself has a processing unit and the oldest mines in the region. The Bhatin and Narwapahar mines are 2 km and 10 km respectively from Jadugoda. Turamdih, which has a mine as well as a processing mill, is 20 km from Jadugoda. The Mohuldih and Banduhurang mines are 5 km away from Turamdih. Bagjata is around 30 km from Jadugoda.


In the words of India's widely circulated fortnightly magazine The Covert's correspondent Appu Esthose Suresh "This correspondent travelled on the same route used to ferry uranium ore from the mines to the processing plants in Jadugoda and Turamdih. The absence of policemen along the entire route was striking. There was not a single police picket or post. In Jharia, on the way from Narwapahar to Jadugoda, a large warehouse that is used to store explosives had no guard worth the name.


This so-called restricted area located on a small hilltop and surrounded by mountains and dense forests, is guarded by just four policemen in two bunkers. The sole watchtower at the warehouse did not have a single guard on duty. This scribe visited the sport several times on different days, but the watchtower remained vacant,

always. This road is routinely used by the trucks that transport uranium ore mined at Narwapahar and Bhatin to the UCIL mill at Jadugoda, and is therefore a vital link to the mines".

Appu further writes that On 1 August, 2009, Jadugoda was preparing itself for a strike called by the Naxalites. News came in of heavy gunfire and the torching of a few trucks near Jamshedpur. A policeman at the Jadugoda police station said, on condition of anonymity, "Naxalism was always a problem in the district. But they have never succeeded in gaining ground near this town. But things have changed: the panic that you see among the people is a case in point. We all know that if they want to put up a bloody show they can. They are cowards, they hit and run into the mountains, but blood spills nevertheless."


It takes a 30 km bone-rattling drive to reach Bagjata mine from Jadugoda. The narrow and dusty road running through a hill-locked valley is marked with potholes and numerous bends. Bagjata is less than 10 km from Dumaria by road, and surrounded by mountain ranges that are reportedly under Naxalite control. SP Navin Kumar Singh said, "Last year, we busted a Naxalite central office in Dumaria, Eight of them were killed and a large quantity of arms, including AK-47s, and ammunition were recovered." Bagjata is under the jurisdiction of the Mosabani police station, and as Ramesh Kumar Singh, who is in charge of the police station, pointed out, "The forest areas surrounding Bagjata are the nerve centres of Naxalite activities. They oppose uranium mining. Recently, they confirmed their presence through posters pasted inside Bagjata mine and in the areas surrounding it."
Mosabani police station is located nearly 10 km from the mine in Bagjata and functions from a derelict building. It has a total strength of 55 policemen. Ramesh Kumar Singh added, "The mountain range stretches into West Bengal and Orissa, and encompasses and other mines. We are aware of the movement, but constant surveillance is literally impossible considering the terrain." While the UCIL and the district police admit that Bagjata mine faces a major security threat from the Naxalites, the journalists' team could not find a single policeman in the area to prove that the threat has been taken seriously. This correspondent just walked into the mine complex from the forest and was not stopped even once by any policeman or anyone else.


Walking a few miles through the paddy fields near Bagjata took our team to the Dalboonkand block. The villagers there appeared terrified. One of the villagers, Mangal Murmu had been killed, allegedly by the rebels. Mangal was vocal about the rights of the labourers employed at Bagjata, and one day, he was found dead. The police insist that the Naxalites were responsible for his death. Ramesh Kumar Singh said, "His murder created further tensions between the UCIL management and the labour. The Naxalites must have factored this in." The fear is palpable and we were chased away by the villagers when we tried to get a response from Murmu's family and his neighbours about his murder.


The Daily Mail's investigation team learnt that the radiation was a big problem in the area, yet it was unaddressed by the government. According to The Daily Mail's findings,on Aug. 16, 2008, a new tailings pipeline burst near Jaduguda caused a uranium mill tailings spill that reached nearby homes.


The management of the Uranium Corporation of India Limited (UCIL) agreed to rehabilitate the 26 families affected by the radioactive waste that spewed in Dungridih Jadugoda. The UCIL also proposed a modern village in its leasehold area, besides providing the villagers with other facilities but nothing such happened later on. These investigations further reveal that During flash floods in June 2008, radioactive uranium waste dumped into a tailing pond of Uranium Corporation of India Ltd (UCIL) in Jadugoda of Jamshedpur spilled over into nearby village ponds, wells and fields, and destroyed crops as well.


While UCIL authorities admitted that radioactive waste had spilled into villages, they maintained that it would not pose any health threats to villagers. "We are monitoring the situation. Our scientists are taking samples from villages," P.V. Dubey, UCIL spokesperson told media in June 2008. "There will be no negative impact on human beings. The waste has been neutralised by the large amount of water," he added.


Residents of nearby villages have stopped using water from their ponds and wells, fearing health problems. Villagers have also complained that the nuclear waste had destroyed a large amount of crops. "The waste that spilled from the tailing pond has destroyed our crops. If this continues, there might not be any crops in the coming years," said Kannhu Murmu of Tilaitand village. Some experts also feel that the radioactive waste would also have a harmful impact on the soil for years. "The waste will get mixed with soil and in the long run would pose health-related problems to both human beings and animals," said Nitish Priyadarshi, a local geologist.


The Daily Mail's investigations further disclose that in a shocking revelation, a team of the Indian Doctors for Peace and Development (IDPD) had come out with some bare truths regarding health hazards faced by miners working in the Uranium Corporation of India Limited (UCIL) in the form of a detailed survey report. The survey was undertaken by the organisation affiliated to Germany-based International Physicians for Prevention of Nuclear War (IPPNW) in association with Jharkhandi Organisation Against Radiation (JOAR).


"The study was conducted between May and August 2007," said Shakeel Ur Rahman, the secretary of the national council of the association. Conducted in two different phases, while one survey concentrates on villages within the radius of 2.5 km from the mines, a similar one was undertaken in villages about 30 km from the mining areas. A total of 2,118 households in the first category, while another 1,956 households were studied in the second category.


According to the survey, more children - about 9.5 per cent of the newborns - are dying each year due to extreme physical deformity, primary sterility is becoming common with 9.6 per cent of women not being able to conceive even three years after marriage. Cancer deaths in nearby villages are about 2.87 per cent and 68.33 per cent people are dying before the age of 62.


The Daily Mail's investigation team found that the UCIL's lethargic approach and inability handle such a sensitive programme of handling Uranium can be judged that the UCIL's pipelines, carrying Uraniumand that are always lying in open, have a history of leakages and bursts. According to these investigations ,on April 10, 2007, a new tailings pipeline burst near Jaduguda caused a uranium mill tailings spill. According to UCIL, the spill was caused from damage to the rubber lining of the tailings pipeline "by a wooden log left inside the pipe during replacement", and comprised 1.5 tons of solids and 20 cubic metres of liquid; the spilled material was contained within the earthen bund constructed beside the channel and did not reach any water body or public domain. Similarly, earlier on December 25, 2006, the tailings pipeline carrying uranium mill tailings from the Jaduguda uranium mill to tailings dam No. 3 broke, spreading tailings into a tributary of river Subranarekha. UCIL then started cleaning up the tailings spill. The findings into the matter further indicate that on Feb. 17, 2007, two NGOs - Friends of South Asia (FOSA) and Association for India's Development (AID) - submitted a petition to the UCIL and the Department of Atomic Energy demanding an investigation into the accident and seeking full remediation. The petition was signed by hundreds of individuals from around the world.


According to UCIL, the spill was caused from damage of the rubber lining and metal of the tailings pipeline "due to prolonged use", and comprised 6-8 tons of solids and 60 cubic metres of liquid.


The Daily Mail's investigations reveal further that in 2001 and 2002, Hiroaki Koide from the Research Reactor Institute at Kyoto University performed field trips to monitor environmental impacts of the Jadugoda uranium mine. He monitored external gamma dose rate, radionuclide concentrations in soil, and radon concentration in air. His results are compiled in a report available for download. The main conclusions are:


o The contamination from the uranium mine has spread in Jadugoda:
o The external gamma dose rate exceeds 1 mSv/y in the villages, and reaches 10 mSv/y around the tailing ponds.
o The soil surrounding the tailings ponds is contaminated by uranium. Particularly high contamination levels were found in the village of Dungridih that borders tailings pond No.1. In other villages, no serious contamination was found.
o Radon emanated from tailings ponds etc spreads contamination.
o Waste rock from the mine used for construction material spreads contamination.
o Other findings include:
o The No.1 tailings pond shows contamination by cesium. This fact shows that radioactivity was brought in from a source other than an uranium mine.
o Product uranium concentrate is dealt with carelessly and was found dispersed at Rakha Mine railway station.


The Daily Mail's investigations reveal further that The River Subarnarekha literally translates into "streak of gold". But the only streaks in this river are untreated sewage, industrial and mineral wastes and unbelievably, radioactive wastes, affecting human health.


Radioactive wastes in Indian rivers is an undocumented environmental tragedy in India.


This once-pleasing river originates in the Chotanagpur plateau of Jharkhand in eastern India and finally enters the Bay of Bengal after a 452 km journey. Along the way, it courses a picturesque countryside, plunging 74 metres at Hundrugargh.


Though there are 15 water quality monitoring stations, the Subarnarrekha is a receptacle of wastewater (urban as well as industrial) from three major townships - Jamshedpur, Ranchi and Ghatsila. Organic pollution loads from the countryside pollute equally.

Uranium ore tailings from the Jaduguda mines operated by Uranium Corporation of India Ltd (UCIL), causes various degrees of radioactivity along a 100 km stretch. This has resulted in documented cases of deformities among human beings, but, the Indian scenario being what it is, precious little has been done for them.

"UCIL alleges that the deformities are not unusual to the Indian rural scenario," says Manish Tewari, a journalist who had traveled to Jaduguda from Delhi. "It alleges that the uranium and deformity link is a creation of the media," he says, unbelieving.


Curiously, no studies have been commissioned to check on the veracity of these reports and possible linkage with uranium. It's all conveniently swept under the carpet. Reports would always remain confidential in any event, because uranium ore is strategic to national security. Anything related to nuclear science is treated as a holy cow that cannot be questioned.


Back on Safari to explore Uranium affairs in Jharkhand out team narrates, THE ROAD that connects Turamdih and Jadugoda is once again without any security presence. The processing mill at Turamdih was commissioned in 2006 to process the uranium ore obtained from the open cast mine of Banduhurang and the underground mines of Mohuldih and Turamdih.


Once the uranium ore is processed at the mill and converted to yellowcake, these it is sent to the Nuclear Fuel Complex in Hyderabad, Yellowcake is 80% rich in uranium oxide and is used to make fuel road for nuclear reactors. The UCIL plant in Jadugoda and Turamdih send the packed yellowcakes to Hyderabad by trucks guarded by the Central Industrial Security Force. Sources confirmed that the trucks travel via NH 33 till the Jharkand-Orissa border and then use the NH 6 for a few kilometres before taking the NH 5 to Vijaywada, and from there to Hyderabad by NH 9. SP Navin Kumar Singh had earlier told Covert, "Ghatshila, Dalbhumgarh and Dumaria are the Naxalite hot belts in East Singhbhum." And NH 33 goes through this same "hot belt".


According to UCIL spokesperson P.B. Dubey, "They UCIL has been functioning here for more than 40 years and so far there has not been any incident. Moreover, we have security arrangements, the details of which cannot be disclosed." When the question of the safety of UCIL trucks was put to SP Navin singh, he expressed similar views: "This has been going on for years. There is no report of any imminent threat from the Naxalites."


In 2008 Bihar police arrested two persons carrying uranium ore reportedly worth Rs 23 crores. According to Shyam Kumar, the then superintendent of police in Bihar's Saupal district, "The uranium was on its way to Nepal. The origin of the uranium is unknown." Security experts, however, have little doubt that the uranium is from East Singhbhum, while it remains a fact that the area is the only source of uranium in India.


Ajit Doval, a former Director of India's Intelligence Bureau (IB) says "The Naxalites can easily turn their attention to illegal uranium trade for their funding. This is a real possibility." He further added, "The end user of this uranium can be a threat to the country. Hence, it should not be treated merely as a case of theft. Rather, the Government must conduct a serious investigation and identify the buyers." The case has not made any headway even after a year.


The locakadaisical attitude of the Indian Government is all the more evident from the lack of safety precautions at the sites. Just last year, 2008, the pipe that carries radioactive waste from the processing mill to the tailing pond at Jadugoda, burst near Dugridi village. Massang Soren, the village sarpanch, told the investigating journalists, "No UCIL official turned up until we started protesting. Our fields were flooded with uranium waste and we could see the danger we faced. The paddy field turned yellow and then red but no one came," said a local adding, "For at least three months the entire village reported various kinds of health problems. Everyone in the village developed blisters on the soles of their feet and these could not be cured easily." The villagers complained that the UCIL did not give them any assistance to clean the water and the fields polluted by the spillage.


At the Bagjata mine, tonnes of uranium ore lie in the open. Local activists allege that by using uncovered trucks to transport the ore, and by keeping the ore for days and weeks in the open the UCIL has exposed the entire region to radiation. Confirming their fears Dr S.P. Aggarwal, who heads the Radiological Safety Division at the Atomic Energy Regulatory Board (AERB), says, "Uranium ore is naturally radioactive." At the same time, officials at AERB refused to comment on the radiation level in East Singhbhum.


The Investigations indicate that in 2008, Andhra Pradesh had a near brush with radioactive poisoning. The trucks carrying the yellowcakes from Jadugoda met with an accident and overturned on the NH 5 near Narsannapeta in Andhra Pradesh. Luckily, there was no leakage of radioactive material. But UCIL officials dismissed that as a "one off incident" and continued to use the same mode of transportation.


UCIL spokesperson Dubey is on the record to confirm that there were plans to open a nuclear power plant near Jadugoda. He says, "The proposal is under serious consideration. But it is a lengthy process, so it can take a while."


AJIT DOVAL spoke of the possibility of the Naxalites posing a grave security threat to the region because of "poor security and the Naxalites' increasing influence". A senior police official, on condition of anonymity, said "There is a lack of political will to fight the Naxalites. We all know that if this region goes to the Naxalites, the nation can be held to ransom." He added: "If they just erect road blocks on the route which ferries the uranium ore they can stop the functioning of the UNIL complex in Jadugoda." But SP Navin Kumar arrested, "This is an exaggerated view. As I said earlier, there is no such case so far." He went on to add, "This sort of cynicism only boosts their confidence." However, while he spoke, it was evident from his voice and body language that he didn't mean at all what he was saying in his official capacity.


The statistics available from the district police headquarters reveal that in 2008 there were 35 incidents related to Naxalite violence; 15 landmines, 500 kg of explosives and 109 pieces of ammunition were seized. In 2003, at Peddagattu in Andhra Pradesh's Nalgonda district, the Naxalites kidnapped 25 officials of Atomic Mineral Directorate for Exploration and Research before setting their equipment and machines on fire. Yet, the police superintendent and UCIL are hopeful that the Naxalites will not try to disrupt mining related activities, even though they publicly oppose all such activities.


Former Jharkhand Governor Ved Marwah says, "I think increasing investment is the right thing to do, especially in mining. If the Government steps back from initiating development projects in a particular region, it is only natural that the area will come under Naxalite influence." When asked about the security threats that the Naxalites pose tot eh strategic nuclear programme in East Singhbhum he said, "If the Government is serious about fighting the Naxalites it can easily fight them:" He added, "When I was the Jharkhand Governor there were regions that had not been visited by the administration. I happened to be the first person going there. The police should be reorganised. With constant surveillance the problem can be tackled. Why should we refrain from starting development projects fearing Naxal attacks? That will give the wrong impression."


Interestingly, the Union Home Minister Mr P Chidambaram continues to deny the existence of "liberated zones" and the "Naxalite corridor". In one of the recently concluded sessions of Indian parliament, Minister of State for Home Affairs, Ajay Maken, in a written reply rubbished the claims of liberated zones and the Naxaline corridor as "baseless propaganda". However, the officers in the field insist that "There are areas where we don't dare to go." As Ved Marwah pointed out, "To fight Naxalism we need a realistic plan."


The Daily Mail's investigations also disclose that there are certain Nexal sympathisers in the ranks of Indian nuclear scientists who are secretly helping the nexal rebels to learn to utilize and transport Uranium. These investigations reveal that N Mahalingam an Indian nuclear scientist from Kaiga Nuclear Power Plant in Karnataka was one of those Nexal facilitators. Mahalingam went mysteriously missing in June last year. After a few days, his dead body was found from a lake and it was presumed that he had committed suicide. Indian Minister for Home Affairs P Chidumbaram, who recent showed his muscles to The Daily Mail regarding one of its investigative reports about Indian army, on the eve of the discovery of the dead body of Mahalingam, assured the public and the media that he will soon reveal the causes and reasons of the death of the nuclear scientist but as usual he has never come up with a single word over the issue since then. The Daily Mail's investigations reveal that Mahalingam was actually picked up by Indian Intelligence Agency RAW for doubts about his links with Nexal rebels but was killed due to a severe third degree torture during the interrogation. Later RAW people threw his dead body in a pond and informed police through an unknown call. The bruises on the dead body Mahalingam proved that he was tortured to death.


Happening of such incidents and the absence of a plan and even security on the ground, a red question mark hangs over the future of India's ambitious nuclear projects. At the same time it raises a big, big question mark that how could the United States government sign a civilian nuclear deal with a country, having such state of affairs in the direction capabilities to handle nuclear related matters.


This also gives a shut-up call to all those Western journalists and Western governments that keeping expressing fears that neighbouring Muslim State Pakistan's nuclear arsenal was prone to fall in the hands of religious extremists. This state of affairs in the direction india's naked nukes clearly proves that Indian Nuclear arsenal and the entire nuclear infrastructure is much, much more fragile and vulnerable to fall in the hands of militants and etreemists than that of Pakistan's.


Kapil Verma & Priyanka Joshi add from Mumbai: Though the Indian officials have yet to come up with any official announcement regarding the mysterious fire that broke out at Bhabha Atomic Research Centre (BARC), India top nuclear research facility on 29th December, 2009, The Daily Mail's investigations indicate that Mumbai's underworld mafia Don Chhota Rajan's goons and some infamous, serving and dismissed Mumbai Cops' nexus was behind the BARC blaze as a detailed examination was being conducted at the chemistry lab of the centre on the material seized by cops from three persons, belonging to Chhota Rajan gang in Navi Mumbai on the 8th of December 2009.


The Daily Mail's investigations indicate that Mumbai police announced on December 8th,2009 that they have arrested three persons who were possessing some suspected chemical. In the beginning, police refused to disclose the identities of the arrested persons but later identified them as Premsingh Savitri, Srinivas Poriyar and Tulsidas Bhanushali and stated that they were booked under unlawful possession of prescribed material under sections of the Atomic Energy Act. Gulabrao Pol, commissioner of police Navi Mumbai, declined to divulge information about the exact time and place from where the three were arrested. However, Police officials said, the suspicious looking material in the form of a metallic ball was sent to the Bhabha Atomic Research Centre (BARC).


The Daily Mail's findings indicate that the top police authorities handed over the further investigations of the case to Mumbai Police's Special Branch, where the case was given to ACP Prakash Wani was responsible for the Crime Branch's operations in Mumbai's eastern suburbs that indicates that the trio with suspected chemical was arrested from eastern Mumbai, considered to be a stronghold of RAW's Chhota Rajan mafia gang.


The Daily Mail's findings indicate that ACP Prakash Wani is known for his deep-rooted links with underworld for years. These findings further indicate that in 1998, when he was an Inspector and posted at Chembur Police Station, Wani was alleged to be associated with the underworld. The then Mumbai Police Commissioner, Ronnie Mendonca, had tried to transfer him, along with some other tainted policemen. However, Wani got a UN deputation to the mission in Kosovo. After his return from Kosovo, Wani has been posted in different capacities in the eastern suburbs of Mumbai. Top officers are learnt to have warned him about his conduct.


These findings further indicate that Inspector Nivrutt Khalatkar of Mumbai' Crimes Branch was assisting ACP Prakash Wani in the case, though his primary responsibility was to look after the ant-extortion policing. The Daily Mail's findings indicate that while handing over the case to Mumbai Crime Branch's notorious officers like ACP Prakash Wani and Inspector Khalatkar, it was not taken into the consideration that both were having deep down links with underworld specially with the goons of Chhota Rajan, or perhaps it was done deliberately.


The Daily Mail's findings indicate that soon after the case of the arrested trio was transferred to the Crimes Branch, Chhota Rajan's lieutenant, Paulson Joseph, who is now on the rapid rise in Mumbai's underworld, approached ACP Prakash Wani and held detailed meeting with him at o local bar in Colaba. Joseph persuaded ACP Prakash Wani to rescue him and his men in the case of suspected chemical and told Prakash Wani that the chemical was actually Uranium and was being "transported" by his three men for a subsequent shipment to Rajan Bhai (Chhota Rajan) in Afghanistan and the matter had nothing to do with India or India's national security. Joseph insisted ACP Prakash to use his position to get the tests of the chemical changed at BARC. Upon this ACP Prakash told Joseph that since the samples had already been sent to BARC it was a bit difficult for him to influence the scientists at BARC but still promised him of his all-out help.


Sources in the Mumbai underworld, close to D.K Rao Gang, revealed to The Daily Mail that soon after the meeting, ACP Prakash summoned Inspector Khalatkar to another bar in the eastern suburbs of Mumbai and held discussions with him over the new development. Prakash deputed Inspector Khalatkar to find some way-out in the shortest possible time. These sources say that Inspector Khalatkar knew someone at the BARC and had been kind of blackmailing him for his certain extramarital affairs and this someone was none else but a Director of the BARC, A.N Prasad while Prasad was in Bangalore at that time. Inspector Khalatkar also knew someone at the Department of Atomic Energy (DAE) as he had also spared this someone of DAE during raids at prostitution dens and illegal casinos. These D.K Rao Gang related sources revealed further to The Daily Mail that this someone from DAE was SK Malhotra, known for a living a colorful nightlife.


The Daily Mail's investigations reveal that though Malhotra was in no position to extend any solid help Khalatkar but could only inform him that a small amount of Chemical's sample that Khalatkar was looking for had already been sent to a DAE facility in Nagpur and advised Khalatkar to focus on Prasad for any further help. Upon this Khalatkar contacted A.N Prasad who promised for him of his help but said that he could only him in the Nagpur Episode as he was unable to give any favour back at BARC.


The Daily Mail's investigations reveal that the magic worked and the reports from Nagpur came with lesser lethality. Mrinal Roy, regional director of Atomic Minerals Directorate for Exploration and Research (Central Region) in Nagpur, though confirmed the material as being uranium but tempered the findings by stating that it was of a very low grade form which is normally found in X-Ray machines, cancer treatment machines as radiation shields and cannot be used for explosive purposes, while it actually was of a high grade and of serious nature and can be used for explosive purposes
The Daily Mail's findings that though Paulson Joseph was very happy over the job done by ACP Prakash and his deputy Inspector Khalatkar, yet expressed his fear that the remaining part of the chemical at BARC was a permanent threat for him and requested ACP Prakash to help him in stealing that from BARC. After examining the situation for a couple of days, Prakash- Khalatkar duo told Joseph that it was not possible to steal the chemical from BARC but it can be destroyed by setting the said lab of the BARC on fire. The duo also informed Joseph that the part of the Chemical that was left with Mumbai Crimes Branch had already been "taken care of".


The Daily Mail's investigations reveal that upon this Joseph decided to go all out through his commandos to accomplish the mission and his goons from Tilak Nagar finally managed to set the said part of the BARC ablaze, though 2 scientists were also killed in the process while ACP Prakash and Inspector Khalatkar gave the gave full assistance and protection throughout the operating of blazing a part of BARC. The Daily Mail's findings indicate that the Operation of setting BARC ablaze was conducted under the supervision and command of a former cop of Mumbai Police, who was dismissed from service and now works for Chhota Rajan Gang. This cop, identified as former Inspector Pradeep Sharma, according to the underworld sources, has become a very important spearhead member of Rajan Gang. The Daily Mail's findings indicate that once one of Mumbai Police's famed encounter specialists, Inspector Pradeep Sharma was dismissed from the force after the then Mumbai Police Commissioner, Hasan Gafoor, served him dismissal orders under Article 311 of the Constitution for his 'unsatisfactory prior record'. His dismissal followed a probe into his alleged links with the underworld.


Sharma, who joined the Mumbai Police in 1983, has the highest number of encounter victims to his name in the state, logging a total of 107 killings. He has the distinction of having been featured on Time magazine's cover. Some notorious criminals slain in operations supervised by Sharma include Dawood Ibrahim's close aide Sadiq Kalya in Dadar in 1999, Rafiq Dabbawala of the Subhash Thakur gang in 2001, Vinod Matkar of the Chhota Rajan gang, and three alleged LeT terrorists in 2003.


He was posted as the head of the Kandivili unit of the Mumbai Police Crime Branch and later shifted to D N Nagar Police Station. Along with five other policemen, Sharma was transferred out of Mumbai when being probed for the alleged custody death of 2002 Ghatkopar bomb blast accused Khwaja Yunus. Sharma was exonerated by the state CID and was posted at the main control room at the Mumbai Police headquarters before being dismissed.


The Daily Mail's findings further indicate that after the "BARC Operation", the demands and expectations of the Prakash- Khalatkar duo had gone very, very high, though they were paid handsomely (as always) for this particular 'job', yet the duo was flying very high and asking for more and more, again and again. This situation really annoyed Chhota Rajan to the maximum, back in Afghanistan and he decided to get rid of the duo for good. The sources revealed to The Daily Mail that Rajan ordered Joseph to execute a plan to get rid of the two cops has he had come to know that the duo was also cooperating with his deputies but secretly emerging rival D.K Rao.


Joseph, to execute the plan, invited ACP Prakash and Inspector Khalatkar along with three other cops of Mumbai police to a Christmas party at Chembur Gymkhana where all the cops were secretly recorded on the tape as they were dead drunk and dancing along with a number of underworld mafia men. Later this video was secretly released to the media which resulted into the suspension of all the cops, including the duo that were present as celebrated guests at top night-long party of the underworld goons. Some other reports however indicate that the tape and the information about the entire episode was released to the media and top cops by D.K Rao but there are no confirmations to this slant.


The Daily Mail's findings indicate that the Indian authorities also tried to hush-up the matter of the mysterious fire at the BARC and never cam up with a solid conclusive report to determine the cause of fire at the top nuclear research facility. These findings indicate that The Bhabha Atomic Research Centre (BARC) authorities did set up two committees to look into the cause of the fire but these committees never came up with a conclusive report over the issue.


The Daily Mail's findings indicate that the Uranium that was seized from the trio of Chhota Rajan Gang was obtained from Jhrakhand, the nuclear hub of India, where it is easily available and was being sent to Chhota Rajan who is based in Afghanistan as head of RAW's Special Operations Division. However it could not be ascertained that what was the subsequent of use of this Uranium at the end of Chhota Rajan and why such panic was shown by the Rajan gang to evaporate the issue and eliminate the evidences.


The Daily Mail's findings indicate that the state of the affairs regarding safety and security of nuclear facilities and nuclear material has never been impressive at all in India. Setting aside the incident that took place at BARC, the otherwise overall situation of safety and security of nuclear installations and nuclear material in India has become really alarming and a source of permanent concern for the global community in general and International Atomic Energy Agency (IAEA) in particular.


The Daily Mail's investigations indicate that apart from highly alarming situation regarding the nuclear materials in Indian region of Jharkhand, the situation is highly fragile across country otherwise as well. These findings indicate that just a month before the BARC incident took place, something really fishy happened at another nuclear facility of India that put a big question mark on the state of nuclear safety in India . These investigations indicate that in November 2009, about 55 employees of the Kaiga Nuclear Power Plant in Uttara Kannada district of India were exposed to nuclear radiation after a radioactive leakage at the plant. The authorities though registered an official complaint in this direction but like the BARC incident, no conclusive report about this lethal incident was ever made public.


The Daily Mail's investigations indicate that in another incident in December 2006, a container packed with radioactive material was stolen from a fortified research facility in eastern India , prompting a major hunt and fears of contamination.


"It carries uranium and radiation and could have an adverse effect in an area of 1.5 kilometres (0.93 mile)," the then Jharkhand Chief Minister Madhu Khoda warned.


The then Chief Minister of Jharkand further stated that said the uranium was stolen during the process of being moved to a research site at the densely-populated town of Rajrappa from a federal atomic facility near Mumbai.


Arjun Munda, an opposition leader in the then Jharkhand's legislative assembly, demanded speedy action. "The government must initiate immediate steps to find the apparatus as it is extremely hazardous," he said in state capital Ranchi .


The Daily Mail's findings further reveal that this theft came a year after police in the northeastern state of Assam arrested two uranium thieves after detectives posing as buyers offering 1.5 million rupees (34,000 dollars) managed to recover stolen radioactive material.

With the row over India getting access to David Headley growing acrimonious each day, the CIA's double agent saga seems all set to open up a can of incredible worms.

First, the case unmasks the pro-US face of the Indian English media. When the Headley saga first came to light, Vir Sanghavi of the Hindustan Times carried an editorial piece claiming that if 'Headley is CIA, and knew about 26/11, the CIA knew about the attack.' In other words, Sanghavi accepted the 'conspiracy theory'–which in the eyes of the English media was 'peddled' by Aziz Burney and this author during the terrible aftermath of 26/11–that the event was a CIA/Mossad/RSS/ISI plot.

In November-December 2008, Vir Sanghavi and his cohorts in the English media attacked both Aziz Burney and this author for spelling forth the 'conspiracy theory'. Then after Headley's name surfaced, they changed tune, without of course admitting their debt to Mr. Burney or this author.

The fact of the matter is that in the 2009 Parliamentary elections, the English media was all set to project Lal Krishna Advani as India 's next Prime Minister. It was the feverish anti-RSS, anti-Mossad work done by Aziz Burney and this author that went a long way in ensuring the victory of Congress and secular forces.

Now when the CIA hand behind 26/11 is slowly being unraveled, the English media is seeing red. It is again trying to portray Headley merely as a Lashkar operative, severing thus his links with the CIA.

This highlights the second point, that basically Headley and the CIA cannot be de-linked. Thank God the government of India put into place the NIA, a new National Investigative Agency. The NIA was set up, as the IB and other Indian agencies, especially the IB, had not only gone anti-Muslim- they had gone anti-India. This was proved in the case of Azamgarh boys picked up in and around the Batla House encounter on various bomb blasts charges. Most of the boys were products not of madarsas, but modern schools. They were youngsters in their teens; they had made a mark for themselves in professional courses and were holding jobs in the new, professional sector of the economy.

When Shri Digvijay Singh, the General Secretary AICC and the most secular leader of the India, went to Sanjarpur (under the banner of Anti-Communal Front) in Azamgarh to find out the facts for himself, he was shocked to find that Zeeshan, a boy from Azamgarh who on the fateful day of the Batala House encounter was giving his exams, had more than 50 cases slapped over him in more than three states–which meant that his parents could go on fighting cases for more than 100 years and yet Zeeshan would be in jail.

There are dozens and hundreds of Zeeshans from Azamgarh and other districts of UP, Gujarat and Maharashtra languishing in various Indian jails on unsubstantiated charges. This in fact is India 's Guantanamo Bay story–that right here in the world's largest democracy the Indian security services like the IB have secret detention and torture centres where innocent Muslim youths are tortured and put to death. The IB today has been infiltrated heavily by RSS, Mossad and CIA. In fact, this one agency is an anti-national agency—it is obstructing the work of NIA and secular Indians like Shri Digvijay Singh. Soon, in India 's interest, the IB will have to be closed down. All its communal officers will be hunted down and tried in a court of just law.

The IB knew about Headley—this is proved by the fact that the SIM cards used by the ten 26/11 terrorists were purchased by an Intelligence Bureau (India) (IB) informer. Till date, the investigations into the 26/11 case, which the IB is handling, have been unable to state as to how the ten terrorists got hold of the SIM cards.

The State IB chief of Maharashtra told a very senior Mumbai Police Officer just after 26/11 that he was ‘entirely in the dark about 26/11 investigations as Delhi (meaning the chief IB office) was handling it'. Basic information about 26/11 was not shared with secular Indian officers. The Headley lead would never have come to the fore had the NIA not stepped in.

Now comes the news that the IB has set-up training camps in Gor ak hpur , where it trains criminals–and then uses them to kill Muslim under-trials. The name of Chota Rajan is used as a convenient scapegoat. It is in this manner that dozens of accused in the 1993 Mumbai bomb blasts, several other such accused in other cases, Muslim businessmen and men of influence have been eliminated on a systematic basis in Maharashtra. The latest in the long list of victims killed allegedly by IB is Shahid Azmi, the lawyer defending the accused of the 2006 Mumbai train blasts. Shahid had hit upon evidence which proved the innocence of the accused-and that is why he was bumped off, again by criminals with Nepal–Gor ak hpur links!

In fact, the state of Maharashtra holds the dubious distinction of almost institutionalizing the extra-judicial killing of Muslim youth and personalities. Headley was in India months and years before the 26/11 attack; he even surveyed Pune where a blast took place as late as February 2010. It beats one’s imagination as to how the IB did not know about Headley and his movements. There can only be two scenarios: that the IB is totally incompetent–or that the IB is heavily infiltrated by CIA and Mossad: the agency knew about 26/11 and did nothing to stop it.

This places the IB at par with Headley, as executioners of 26/11 and mass murderers. There can be no other honest conclusion.

Headley holds the key to the fact that 26/11 was not just a mere Lashkar operation–that it was a joint Mossad-CIA operation, conducted with possible ISI and RSS help.

If the charge-sheet against Raj Kumar Purohit and Sadhvi Pragya, accused in the Malegaon and other blasts, is read, it is clear that there was always some sort of collusion between the RSS and the ISI. The so-called nationalists, the Hindutva forces, took money to the tune of crores of rupees from the ISI! The IB knows about this transaction but is keeping quiet!

The Headley saga has links to Abhinav Bharat and pro-Hindutvaterror groups. The pro-Hindutva terror groups are widely believed to be behind the Pune blasts where a combination of RDX and Ammonium Nitrate was used. Right after the visit of Shri Digvijay Singh to Maharashtra in February 2010, the state home secretary spoke of the possibility of the involvement of Hindutva groups in the Pune blasts. Other officers, including the ATS chief Raghuvanshi, purported to be an RSS/opportunist also spoke of this possibility. But then RR Patil, the Maharashtra Home Minister whose role during 26/11 was disastrous and who was removed from his post in the w ak e of the attack on Mumbai (but who was restored after the 2009 assembly elections), made amazing statements ‘that those who t ak e the name of Hindu organizations in the Pune blasts will be punished'!

How can a Home Minister make such a statement? Now we hear that Rakesh Maria, a notorious anti-Muslim officer, with pro-Israeli links, a man who has killed and tortured innocents, has been made the new ATS chief and Raguvanshi has been promoted! Secular organizations in Maharashtra were demanding that Raghuvanshi be removed and that an honest, secular officer be made the ATS chief so that Hemant Karkare's seminal work in cracking the shell of Hindutva communalism could be promoted!.

But Rakesh Maria is even worse than Raghuvanshi. It seems that the NCP in Maharashtra has taken a clear anti-Congress, anti-national line. RR Patil, who is a third grade, uncouth, thoroughly communal, NCP leader should be removed from his post. The Maharashtra chief minister should act, because if the NIA gets access to Headley, the latter's links with Hindutva organizations–and the whole RSS-Mossad-CIA- ISI-IB nexus–will be exposed. This nexus is working overtime to destabilize the Congress government and undo the commendable work done by the party under the secular leadership of Sonia Gandhi.

The Naxalite movement owing to its rightful cause and wide spread support has become very significant surpassing in scale and magnitude of freedom movements in Indian Held Kashmir (IHK) and northeastern states of India. Out of 630 districts the Indian government has declared 220 districts as the Maoist affected areas. As per government announced figures more than 200 security personnel have been killed during the past six months, however, there is no official mention of collateral damage, civilian causalities and or losses suffered by Maoists guerillas. The fact of the matter is that India is fighting a bloody war against Naxalite freedom fighters.

The Naxalite-Maoists, as they call themselves, are the liberators, redeemers and saviors representing the down trodden workers and landless / poor farmers who have been entangled into vicious circle of poverty, misery and wretchedness. The Indian social order and state culture treats them contemptuously without any regard for human dignity and self esteem. Hence their patience withered away and they turned against the repressive system of government, draconian legislation, evasive political practices and mischievous manifestation of elected representatives, feudal pundits and bureaucrats. They frequently challenge the writ of the government and disrupt the communication system.

Being the spokesmen of poor farmers and neglected tribes, the Naxalites enjoy the popular support of the masses they represent. They command the hearts and souls of the people and have started a legitimate freedom movement against Indian rule. Their main support bases are in West Bengal, Bihar, Orissa, Jharkhand and Chhattisgarh. They have the will and the capacity to fight and defeat the Indian Security Forces. Since they enjoy considerable influence in five Indian states therefore their potential to crush Indian Security Forces appears to be a viable assessment and a crystal-clear possibility. So far they have put up the toughest resistance to the Security Forces marking their signatures by frequently challenging and making the state administration ineffective.

On 16th June 2009 approximately 300 to 400 Maoist guerillas entered Lal Garh and captured the town including the City Police Station. They also removed all signs and symbols of state authority and openly challenged the writ of the government. They blew up a railway building and damaged three mobile phone towers in Orissa (Koraput district) and cut off 125 villages from rest of the state. Trouble in Karnataka also marked Maoists upheaval blended with inner commotion, rage and cataclysmic activities. In West Bengal the Maoists made an effort to disrupt the supply line of the Security Forces involved in the Lal Garh operation by detonating a landmine at Chara village.

During the bandh call (strike), life was hit in Maoist populated areas of Lal Garh, Binpur, Pirakata and Jhargram in Midnapore districts, and areas of Bankura and Purulia. In Bihar the Maoists attacked a police escort at Lakhisarai court and freed their two colleagues including area commander Babulal Besra, blew up a mobile tower at Barachatti village of Gaya district. They also exploded an art and culture building at Madanpur in Aurangabad. The Central Government has launched a massive repressive operation against the Maoists in Lal Garh using over 1000 Security Personnel. The operation is reportedly still going on as BSF and Polices claims to have retaken the town of Lal Garh. Independent reporters state that Maoists still control 90% of the area of district. Indian Security Forces are required to undertake series of operations in five different Maoists affected states. Will they be able to eliminate the Maoist opposition without shedding enormous blood and massive killing, is a big question. Surely another human tragedy and mass exodus is becoming imminent in India.

The state government has banned the Communist Party of India (CPI) terming it a terrorist organization. The ban came in the backdrop of violent incidents in Lal Garh and the ongoing operation by Police and Security Forces to reclaim the area. Political differences, especially those between the CPI (M) government in West Bengal and the Congress at the Center, have affected the operation against the Maoists. The CPI (M) and its other leftist allies have opposed the ban imposed by Union Home Ministry on CPI (M), stating that the ban would serve little purpose and that the extremists should be handled politically. The ban on CPI (M) is not a new thing as the three extreme left outfits: Communist Party of India (Marxist-Leninist), Peoples War Group and Maoist Coordination Centre that merged to form the CPI (M) are already banned along with their front organizations. The CPI (M) also now stands banned for all practical purposes.

Indian spin masters are busy to give a new twist to Maoists movement by coining links with Lashker-e-Taiba (LeT) a figment of imagination and a white lie. The aim is to reinvigorate propaganda against Pakistan and cover own administrative mismanagement. Indian intelligence agencies have already been tasked to implicate LeT for providing training to the Maoists. Actually Indians are convinced that Maoists movement is totally home grown having the potential to defeat Indian Security Forces for its just cause. Media and human rights organizations must project human rights violations committed by Indian Security Forces against Maoists movement. Maoists predicament deserves world attention and suitable media projection. India must stop her obstinacy and allow freedom to the Naxalite - Maoists.
